“Scroll Lock” does not ON when Logged in to Windows 7

When I logged in to my Windows 7 System, I see that Scroll Lock is not ON. I need to ON it manually after every time I log in. I want to solve the problem. Please, provide me the solution. Thank you in advance. Thank you!

STEP 1: Click Start >> Run.
STEP 2: Type “regedit”, hit Enter.
STEP 3: “Registry Editor” Window opens.
STEP 4: Go to the Key “HKEY_CURRENT_USER\Control Panel\Keyboard”.
STEP 5: On the right hand side, look for the “InitialKeyboardIndicators”
STEP 6: Change the value to ‘4’.
STEP 7: Exit the “Registry Editor”.
STEP 8: Restart the System, your problem is solved.

    Hi.

In most programs, pressing SCROLL LOCK has no effect. In a few programs, pressing SCROLL LOCK changes the behavior of the arrow keys and the PAGE UP and PAGE DOWN keys; pressing these keys causes the document to scroll without changing the position of the cursor or selection. Your keyboard might have a light indicating whether SCROLL LOCK is on.

    Thank you.
