From last day onwards, I am not able to move, copy, or paste files on my Toshiba windows laptop, except to recycle bin. What is this strange issue and how can I overcome it?

If it was not an old issue then Permission factors can be sidelined for sure, otherwise you may have face those problems forever.
Yet in case anything happend beyond your knowledge, which changed the permission for those acts, check the permission.
Click on a file on desktop, Select Properties, Select Security, look for the permissions assigned here for the users and if found to have less change them to your requirment. exit.
Check the whole system for any Virus present, or a Malware, even spywares create problems. Clean them thoroughly to be confident about no intervention from them.

you didn't provide us with full information that is from where you are copying and pasting file.
what is the exact erroryou are getting.
so assuming your problem to be general i am giving you the below mentioned solution:-
1. select the file which is not getting copied.
2.right click on it.
3.select properties.
4.go to security tab.
5.select your current user account in the security box.
6.give you user account full permission .
7.click > ok >> apply.
your problem will be solved.

If the previous procedure did not fix the problem, use the following steps: >>Click Start, point to Settings, and then click Control Panel.
>>Double-click Add/Remove Programs.
>>In the Add/Remove Programs dialog box, click Microsoft Internet Explorer.
>>Click Restore the previous Windows configuration, and then click OK.
>>Follow the instructions to complete the restoration process.

It might be the problem of Virus ...........So, first of all try to update your antivirus database and scan the total Hard Drive
And then check if it helps ........and some times it happens with the Security permissions too.......so, try to check all the permissions about the Drives and respective files
And if you have found any Os Related issue .....simply execute these and check if it helps
First of all restart the PC ...and then press F8 key at the start up and log on to windows with SAFE MODE
then insert the WINDOWS OS Original CD in to the ROM
Then press windows key+R and type cmd and click OK
then type sfc/scannow and press ENTER Key ....and wait for the completion of process ......and check if it helps
and again if the same exists ..... simply restore the windows.........and get the solution for this issue
