Cannot view either desktop icons or start menu on Windows 7

Every time I start up my PC running on Windows 7, only wallpaper is displayed on the desktop. The system does not show up either desktop icons or start menu. Can anyone give me a solution for this problem?

Re: Cannot view either desktop icons or start menu on Windows 7

Open up the Windows Explorer through Task Manager and check whether it is already started. First of all, press the Ctrl+Shift+Esc key and click the ‘Applications’ tab visible on the ‘Task Manager’ window. Go to the bottom part of the screen and hit the ‘New Task’ option. Type explorer.exe into the available field and press the ‘Enter’ key to view the status of Windows Explorer. In case it is not started, bring up the ‘Registry Editor’ window on the screen. Press the Windows + R key for and type regedit into the ‘Open’ field inside ‘Run’ dialog box before hitting the ‘Enter’ key. Go to the left pane of the ‘Registry Editor’ window afterwards and navigate into HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows NT\CurrentVersion\Winlogon. Then, make certain that you can find a REG_SZ named Shell on the right pane and it has the value explorer.exe. If you can’t locate it, click Edit > New > String Value to create a new REG_SZ string. Then, right click on that string and click the ‘Modify’ option. Type explorer.exe into the value field and press the ‘OK’ button. Restart the PC afterwards and see whether you can find desktop icons and start menu on the screen.

Re: Cannot view either desktop icons or start menu on Windows 7

    Hi.
The issue may be due to damage user account, because of third party software or certain driver installed.

Reboot the computer to the Safe Mode to check the result first. >>Restart computer>> press the F8 key when the boot menu pops up>>select [Safe Mode]>>boot up

If the issue does not occur in Safe Mode then create a new user account with Administrator privilege.

To do this, please go to >>Control Panel>>click User Accounts>>choose "Give other users access to this computer" to add a user with Administrator privilege.

If the issue does not occur in the new user accoun, transfer the personal files to this account to resolve this issue.

To transfer the files, please perform the steps below:
    >>Click the Start menu, and click Computer.
    >>Click the Organize button on the left top corner and choose Folder and Search Options.
    >>Under View tab, check the "Show hidden files and folders" box and click OK to save settings.
    >>Navigate to the C:\Users\(old user name) folder.

Note: I assume that Windows 7 is installed on the C: partition. If Windows 7 is installed on the D: partition, the Users folder should be located in the D:\Users\(old user name) folder. Also the "old user name" refers to the user name of your old account. For example, if the user name of your old account is "Mike", the folder should be C:\Users\Mike.
    >>Copy all files and folders in the C:\Users\(old user name) folder to the C:\Users\(new user name) folder.

If the issue persists in the new user account, try Clean Boot in the old account.

    To do so, please:
    >>Launch Task Manager-> click File -> New Task (Run) -> type MSCONFIG -> click OK.

Note: If prompted, please click Continue on the User Account Control (UAC) window.

    >>Click the "Services" tab, check the "Hide All Microsoft Services" box and click "Disable All" (if it is not gray).
    >>Click the "Startup" tab, click "Disable All" and click "OK".

Then, restart the computer. When the "System Configuration Utility" window appears, please check the "Don't show this message or launch the System Configuration Utility when Windows starts" box and click OK.

    Thank you.

Try booting your computer in Safe Mode again and check.
To boot into safe mode, follow the below steps:
    1. Remove all floppy disks, CDs, and DVDs from your computer, and then restart your computer.
Click the Start button, click the arrow next to the Lock button, and then click Restart.
    2. Do one of the following:
If your computer has a single operating system installed, press and hold the F8 key as your computer restarts. You need to press F8 before the Windows logo appears. If the Windows logo appears, you will need to try again by waiting until the Windows logon prompt appears, and then shutting down and restarting your computer.
If your computer has more than one operating system, use the arrow keys to highlight the operating system you want to start in safe mode, and then press F8.
    3. On the Advanced Boot Options screen, use the arrow keys to highlight the safe mode option you want, and then press ENTER.
For more information about options, see Advanced startup options (including safe mode).
    4. Log on to your computer with a user account that has administrator rights.

When your computer is in safe mode, you'll see the words Safe Mode in the corners of the display. To exit safe mode, restart your computer and let Windows start normally.

Re: Cannot view either desktop icons or start menu on Windows 7

There is only one reason that why you face this problem is that windows explorer will not start at the starting process so that you can not view the start button and any icon .
So to overcome this problem you have to manually start the windows explorer in task manager then and then your problem will be solved .
Now for starting the windows explorer just go through below steps .

=> Press the Ctrl + Alt + Del key simultaneously .
    => Select task manager
=> Select application option in that .
=> Press on New Task button and enter explorer.exe
=> After entering this press ok
Now your windows explorer starting normally .
