Whenever I tried sending some data to my own mobile via Bluetooth from my Windows powered Dell laptop, it is asking for permission. Can I set this up on a permanent basis? Is there any option for that?

*Asking permission is a part of security check which enables your system to confirm that the data transfer taking place between devices and system is under your supervision and not through unauthorized and pirated firm.
-Transferring files to your phone via bluetooth from your laptop will always ask permission. If you have selected multiple files to transferred,in order to escape accepting it all the time for each file,you can set that Accept all. But this Accept All too will be valid only for that particular session and not for All Bluetooth Transfer you would be doing in future.
In my perspective,its better that the system doesn't avail you with such properties for you never know when illegal hacking of your sensitive information via Bluetooth takes in action by anti social firm.
Your system is also protected from the malwares.
You can connect your mobile with your laptop. But only when both devices have bluetooth facility.
If you are facing any problem with Bluetooth connection through wizard.
You can install PC suite of that mobile and then you may not have problem.
However, Nokia PC Suite allows every mobile phone to connect through bluetooth. You can install it and connect your phone to laptop via bluetooth.

first click the start menu and open the control panel
then click on bluetooth Icon ....then choose the options TAB
and select the allow blue tooth devices find this computer
then after choose the COM ports TAB
and click on the ADD button ...from the same window
then select the outgoing option .....after click the BROWSE button
then search for your device ....and select it and click OK button
and also pair the ...device in the mobile also
after that send the data as your wish........................ALL THE BEST
