First of all,run the "SFC Scannow" command in your command prompt. For this click on Start, click All Programs, click Accessories, right-click Command Prompt, and then click Run as administrator. If it ask you for the allowance then allow it. Now in command prompt, type "sfc /scannow". If it doesn't fix your issue then perform the clean boot. The procedure to do the same is shown below:
    1. Click on "Start" button and type "msconfig" in the search box and hit enter button on keyboard. It can ask for Administrator password so don't hesitate to provide the same. Now a different windows will appear before you.
    2. Click on "General Tab" and then on "Selective Startup". Now uncheck the "Load Startup Items" check box.
    3. After that click on "Services" tab and check the check box which has the option "Hide All Microsoft Services". Once checked that option, click on "Disable All" button and click on "Ok" button. After completing all the above mentioned steps, restart your computer to reflect these changes.

There are many reasons which are responsible for the situation you are in now.

You can take measures like running system file checker,
from the Command Prompt, type sfc/scannow and press enter, this will check all system files and correct if within ability.

You can also Use the Antivirus to sort things out,
Run a quality Antivirus with anty malware and anti spyware features to scan the system and remove malicious programs which may have infected the system and masking like an executable file which is active which actually is not the scenerio.
