Getting an error 1719 when trying to install Applications in windows vista

I wasn't getting this kind of error till last week but from last few days, whenever i tries to install any new application softwares like Google Earth,Microsoft Silverlight etc, windows vista shows an error with error code 1719. What should I do to fix this problem?

It seems that windows installer is creating some issue,To fix this issue, open command prompt. You can do this by pressing "Windows key +R" and then typing "cmd" in the text box and hitting the Enter key.Make sure that you are opening the same as "Administrator". After opening the command prompt, type "msiexec /unregister" and hit Enter key. After that, type "msiexec /register" and hit enter again.Restart your computer.Your problem will be solved.

    Hi.
    Follow the below steps:
I would suggest you to check whether the Windows Installer Service is running in Services.msc window.

    >>Click On start; In the Start search, type Services.msc and Hit Enter.
    >>Right click on Windows Installer and click on Start (Only if the Service has stopped).

Restart the computer and try to uninstall Java TM from the Programs and Feature Wizard in the Control Panel.

    Thank you.
