You have cleared the fact that you are using a second hand laptop which came with windows 7 OS. You don't know what kind of problem persists with that computer. May be some virus or any other harmful prorgams is the cause of issue. If it is your personal computer then i will suggest you to perform a Factory Restore. It will remove all kind of installed applications and you would feel like using a brand new laptop. Since you haven't mentioned the name of manufacturer of your laptop, it would be difficul to demonstrate the Process of doing factory reset. To know the steps, visit the manufacturer's website.

The problem that you are consistently encountering, is due to a registry edit by the earlier owner, or by a software that corrupted the registry file.
Registry file is The Most vita in Windows running, as it has every details and to do records written in it.
If it fails to recall the entries it will always show the error message.

You can manually edit registry, using REGEDIT command from the Command Prompt, provided you have enough knowledge of the registry and its entries with the values. If anything goes wrong the somehow running computer will be a dead system.

You can try to contact the person who sold you the system if he can provide you the disk, then reinstall can solve the issue.

A factory reset is the final way, contact www.microsoft.com for further assistance.

    HELLO FRIEND ,

To repair this follow the below procedure:-

    1. Open the command line from the Windows 7 CD.

    2. You need to have the following 6 files in C:\Windows\system32\config\ for Win 7 to work:
    a. components
    b. default
    c. SAM
    d. SECURITY
    e. SOFTWARE
    f. SYSTEM

one or more of them will be missing but Windows makes a backup in the RegBack folder. do the following to restore them

    a. C:\Windows\system32\config\RegBack

    b. copy SYSTEM.OLD C:\Windows\system32\config\SYSTEM

When you finish, close the CMD and reboot.

    ALL THE BEST
