You can fix this issue by making some changes to the registry. However, Registry is considered among the most sensational part of any OS so making some wrong changes can make your computer useless. It is always recommended to take a backup of your registry. Once done, Follow the below given instruction:
    1. Press "Windows Key+R" on your keyboard. Type "Regedit" in the run command window and press Enter button on your keyboard. It will open the Registry Editor.
    2. Navigate to "HKEY_LOCAL_MACHINE\System\CurrentControlSet\Servi ces\USB".
    3. Right click on the above mentioned key and click on "Export". Then, Save it on your computer.
    4. Right click on that saved key and choose "Merge" option.
    5. It can ask you for the admin privileges so allow it.
    6. Once done, Restart your computer.

As you have mentioned , you have tried a few methods, it is unclear which of the methods you are talking about.

However, you should try to change the device driver if you have not already done it.

    Click Settings--Control Panel--Device Manager--USB Controller--Driver--Uninstall.
First remove the existing driver from windows installation.
Click Update Driver, and follow the prompt which will guide you to Microsoft, and download latest Windows 8 compatible Driver from there and install.
    Exit and Reboot the system.

If this fails to provide solution , check the USB port and the device whether they are in good condition.

    Finally, click Start,
Type cmd in the search bar and press Enter.
    Right click cmd,
    Select Run as Administrator,
Type sfc /scannow and press Enter.
Let the utility run and fix system related issues which may fix the USB problem.

    Try them for a solution.
