    Hello.

Did you try to access Windows Defender from C: Drive?

    Try with the below path.
    C:\Program Files\Windows Defender\MSASCui.exe

If it still states as turned off. Try to find the below registry key.

Click on Start, in the search field, type in REGEDIT
    Hit enter.
    Double Click on HKEY_LOCAL_MACHINE
Click on Software from the list.
    Now, click on Policies
    Again click on Microsoft
    And Windows Defender.

The complete registry key is HKEY_LOCAL_MACHINE\Software\Policies\Microsoft\Win dows Defender

    Now, delete Windows Defender value.

    This should fix the issue.

    Regards
    Vincent Daniel.
