Yes obviously, you can do that with ease. To do the same, make sure that UAC is enabled and then move to Control Panel>> Network and Sharing Center. Now click on "Local Area Connection". Now navigate to Properties>> Internet Protocol Version 4>> Properties and choose "Use the following IP address".Finally leave the Default gateway blank and enjoy

Re: How to block Internet Access for a specific user account in windows 7?

    Hi,

Blocking any specific user from surfing the net can be done through many processes.

Go to Control Panel , in Network and Internet option, click Connections tab and click network settings.
Uncheck "Automatically detect settings" and then check "Use proxy server" and set anything in for a proxy server that doesn't exist.
This will time out the Web browser each time a user tries to browse an Internet site.

In fact get in to the Internet setting after logging in to the system with their Account Password and change DNS entry/IP Address or something important and the internet surfing will be unsuccessfull for good.

Or you can set Parental Control Setting to halt their access.

    Thanks.
