You may try the following suggestions one by one to check the issue.

Suggestion 1: Temporarily disable antivirus program.

Suggestion 2: Click Start, All Programs, right click Internet Explorer and click Run as administrator.

Suggestion 3: Click Start, type inetcpl.cpl into Search box and press Enter. Switch to Security tab, uncheck ďEnable Protected Mode (requires restarting Internet Explorer)Ē and click OK.

Suggestion 4: Click the Start Button, type "User account control" and press Enter. When the User account control settings box appears, move the slider to Never notify and click OK.

    How to fix:
    1. Open up command prompt, right click and run as admin to open the administrative control panel
    2. type the following and hit enter
    TAKEOWN /A /F C:
    then the next one
    TAKEOWN /F C:

this will give both admin and your account full permissions to ALL files in the C: drive

There are to type of blocking possible in windows 7
    1. By Windows itself
    2. By your Antivirus

If your Windows does not allow you to run some particular application then
Just Right click on application and Run it as Administrator. You will see your
Program is running in well manner.

But if it is blocked by your antivirus then that may be a corrupt application
or a untrusted program and you can run it by removing your Antivirus only.

All the applications can take a sign of the user or administrator and if you want to launch an application and run then you go to the start button and click on the application which ever you want so that it should be run as administrator and the application can take your's sign with it.

Friend, in order to run any application in Windows Operating System, you should either log in to the User Account or Administrator Account. You cannot run any application without permission.

Select the application from the Start and Right Click on the application and run it as Administrator. If it is corrupted, you will see as it is blocked and the application does not go forward.

I think you are asking about the file permissions for the user.Whenever you launch a application or program you need to confirm that you opened the program the clouded background. In order to change the file permission of the program you need to type user account control settings in the search and select the level to which you need security.just select one above never notify
