How to change the background of Alert dialogue boxes in windows XP?

I have seen that in some computers, background of alert dialogue boxes are different in colour. I have never any such option in my windows XP computer. I am using it from last three years and have checked almost every setting but haven' found any setting to change the background color of Alert Dialogue box. Is there any way to do that? I am attaching a thumbnail of the same, so that you can understand it in better ways.

we can*change the background of Alert dialogue boxes in windows XP*do it with the*Windows Style Builder
With this we can change that background color at Explorer & Shell >
    Then click on Shell
    Then TaskDialog > PrimaryPanel > FILLCOLOR:COLOR
After that *click on the color and a color dialog box will open.
It is the only way I know how to change that color.
