A 3270 is not a keyboard card. It is an adaptor card that allows a PC to emulate a mainframe terminal.

You can usually find the name of the BIOS chip printed on it. Witht he case off, scan the motherboard and write down the names on any of the LARGER chips, as BIOS chips tend to be fairly good size chips.

Then go to http://bioscentral.com/ and look up the beep code for your model, but generally 3 long beeps means you have a keyboard error.

Most of the modern system boards do not use a keyboard adaptor card, but have IO directly on the system board. This means you either have a bad keyboard, which is easy to test by replacing it and seeing if the issue goes away or the much worse case that you've got a failed system board, which means you will have to replace it (think new computer time).

It should not be called a keyboard card because that will just confuse people who otherwise would know about this device. It is a 3270 adapter.
This is an adapter card that allows a pc to be connected to a mainframe computer's CRT terminal hookups as if the pc was a 3270 model of mainframe terminal. Between that card and the associated software, the pc acts like a 3270 terminal when you want it to.
