    Hiiiiiiiii
    For changing windows picture frame you need to have windows picture frame software, download the windows picture frame and install, now run the tool as administrator and if you are using this first time it will create a unmodified explorer.exe backup file,
    click on change user picture frame and now select the desired frame you want and you can also download additional picture frames which are available in internet,
    the changes apply after restarting the computer.

    dear friend,

    You can't remove the picture frame which appears on startup/login screen in windows 7 simply.

    You have to do some tasks to do that job.

    Follow the steps given below to do that-

    Click on the Start button.
    Open Computer.
    Go to the drive where you've installed the windows 7 (generally C drive).
    Double click on the Windows folder.
    Go to the System32 folder.
    Find authui.dll file.
    Open notepad & drag the file on the notepad-wait for sometime while it loads.
    Find the UserTileTemplate & copy paste the following instruction under it-

    <UserTile resid="UserTileTemplate" margin="rect(0rp,10rp,0rp,10rp)" visible="false" layout="verticalflowlayout(0,2,2)" sheet="UsersStyle">

    Save the file by pressing ctrl+S keys together.
    Now restart your computer to see the changes.

    You can't see the picture frame at the time of start up.
