How to use voice commands on locked HTC Surround running on Windows 7?

I have recently bought Windows 7 based HTC Surround for myself. When I searched for its features, I found that it possible to control the phone with voice commands while it is locked. What should I do to enable that feature?

Once you get into the start screen, tap over the arrow button available over there. This will bring up a list of options from which tap the ‘Settings’. You can then view a list of default settings available on your phone. Navigate through that list and hit the ‘Speech’ option. Then, select the check box next to ‘Use Speech when the phone is locked’ label. When you reach the locked screen, press and hold the Windows icon for few seconds. On doing so, you can use the voice commands to activate the controls in your phone.
