Solution
STEP 1: Click Start >> Run.
STEP 2: Type “regedit”, hit Enter.
STEP 3: “Registry Editor” opens.
STEP 4: Go to the Key “HKEY_CLASSES_ROOT\DesktopBackground\Shell”.
STEP 5: Look for a Key under “Shell” as “Kill Not Responding Tasks”.
STEP 6: Under “Kill Not Responding Tasks” look for a key “Command”.
STEP 8: Change the value of “Default” to ‘0’, your problem is solved.
