this kind of problem arises due to removal of dll files from the system, whether you deleted or your anti virus software deleted,....it is deleted now.
    To solve this problem
you need to reinstall that application if you particularly know what application is not working. If you are not aware of that then restart your system and enter into SAFE MODE.
To enter into safe mode keep on pressing F8 button during start up.
it will prompt you lot of options.
    select safe mode with networking.
now open recycle bin and check if any file is deleted, if so restore them.

if you don't find any files in recycle bin then you must restore your system settings back by using system restore.

    Press win key.
    type system restore.
    click on system restore.
now select the date when your system had worked perfectly.
    click on restore.
it will take few minutes to restore your system to normal state.
system will automatically restarts and you will see the results.

    happy to assist you.

HELLO ,Run your computer in a SAFE MODE.

And restore it from recycle bin

or Run your pc in safe mode and delete the theme you have installed

If you need a copy of shell32.dll, it's best to obtain it from its original, legitimate source.
