The fault lies in the iPad requiring more power output than that of a standard USB port. When this occurs the message 'Not Charging' appears in the status bar next to the battery icon.
Possible Solutions:-
a) Restart computer with iPad connected. In some cases, this issue can be resolved by leaving your iPad connected to your Mac or PC, then restarting the Mac or PC while the iPad is still connected.
b) Disconnect other USB devices. Try disconnecting any other powered USB devices from your computer, then restarting.
c) Switch USB ports/plug directly into computer. Try switching your iPad to a different USB port, or connecting the device directly to your computer if you currently have it connected to a keyboard or display USB port.
d) Turn iPad off then on. Hold the iPad power button until the slide to turn off prompt appears. Turn the device off, then turn it back on and check for charging.

The USB charging is being added as an feature in most newer phones and tabs. All new phones support this like all Samsung, Nokia, Htc and iPhone. It depends on the vendor whether it supports such features.

It is not possible to charge every device by just connecting it to a USB port .
There are many devices that can be connected to a computer for just transferring of data s and are not able to be recharged like MP3 players . So , it's notpossible for some e-devices to get charged when connected to a USB port or cable .

Of course you can charge your iPad using windows computer.
Actually you can charge each peripheral devices having battery back up using computer.
When you connect these for data transfer or make an internet connection, it start charging itself automatically.
A regular USB port has four pins - two for 5V DC power o/p (with a tolerance of 5%) and ground, and two for data.
The maximum current available is 500mA.
Maximum peripheral devices with battery backup has the same voltage/power input characteristics.
If your device needs more voltage then you should connect a DC-DC step up Chopper with the usb port which will raise the o/p voltage.
But the process may damage your computer & the device since a general chopper is mainly of uncontrolled type.

Friend there are many electrical appliances which needs charging .
It includes your mp3 players, your phone (some models), wireless key board and mouse etc.
But some they just dont need the charging as they work on the normal power like other appliances.
The power is taken with the help o the USB port.
A USB port basically has an Input pin , an Output pin and there is one other pin which is responsible for the power transmission.
So basically it depends on the type of the appliance to whether it needs charging or it needs continous power supply.
