This kind of problems may arise because of improper BIOS settings.
To fix this problem open BIOS settings> Go to ACPI settings. (ACPI: Advanced configuration and power interface)
Enable it, Save and exit. (For more details read your mother board manual and better to go through it to prevent confusion of BIOS settings)

there may be many reasons for not working the shut down properly
Some program like virus must be interfering with your System dlls and preventing it from shut down
Use device manager to detect that all devices are working properly.
and to resolve this issue repair your windows installation by using windows CD.

    Hello,

If your shut down is not working as it should then

There might be a chance that there are some programs which are running in the system tray which do not stop even after the shut down command.

Check for these kind of programs and uninstall them.

Also there is a possibility that your OS is corrupted with virus hence the virus overrides the shut down command.

The simple solution to your problem is to format your computer and install the OS again.

This time make sure to use a good anti virus to protect your PC.

    dear friend,

before shutting down your computer check whether any program is running in background or not.

there is also a possibility that your OS has been corrupted or your PC got infected by virus.

to fix this problem open the BIOS setup & go to ACPI settings.

make it enable & save it.

you have to uninstall non-functioning software.

if none of these option works then its the time to format your computer.

format it & install the OS again.

it'll be better if you start using a good antivirus after formatting the computer.

Well, maybe there are errors or viruses come inside your computer. So you have to scan your computer or use good and updated antivirus software to debug and destroy that stuffs.
But for now, if you want to shutdown your computer, you can follow below steps which is an alternative method :-
    1) click on "start" -> "All Programs" -> "Accessories" -> "command prompt"
    2) Write an instruction "shutdown -s" (without quotes).
    3) Your computer will shut down within 1 min.
    4) You can abort this instruction by typing another instruction "shutdown -a" (without quotes).

Follow this alternative method and shutdown your computer.......But remember install an update antivirus and scan with it...

Hii friend..i have two methods for you to resolve your issue....

FIrst of all, run cmd as administrator. Secondly type in chkdsk /r .

This will repair any bad sectors your hard drive has.

If that doesnt resolve the problem, get a newly burned disk with Windows 7 on it, and burn it at the slowest speed possible.
    1) Turn on your PC, and log on to your account.
    2) Stick in your newly burned Windows 7 disk.
    3) Close the run setup.exe box
    4) Click start -> search run -> click it
    5) Type in sfc /scannow.

Doing this will repair any system files that might be causing your shutdown error.

my dear fren, first of all, have you checked the BIOS setting? let me skip that part as there is already some replies mentioning about it. alright, if the problem still exist, try this, before shutting down your system, on your keyboard, press alt+cltr+del and the task manager screen will be displayed, there you will find some sort of exe. programs still running, delete those programs from the task manager dialogue box and shut down your system. it will diffinately shut down normally

You can check it in this directory: Control panel/System and security/Power options/ Then look which power plan is equipped and on the right side will be written with blue text Change power plan settings (options). Click on it and there will appear a new window. After that you will see below the drop-down option 2 more ''links''. Click on the first one named Change advanced power plan settings (something like that) (the 1. link). After you clicked on it, another window appears. Here you can now select everything you want for the current ''equipped'' power plan. Hit OK and that's it.
