Hello,
This may be caused by a virus in your system.
You need to install a good antivirus and scan your computr with it.
Than once the virus is removed the menu will appear on its own.
If not than you will have to re install the OS again.

Hi,
It seems you are in dire strates, cant do a thing.
Well reasons can be many but assuming other services are running fine, it seems a registry entry has gone missing, or the value in it has changed. Personally I`ll not suggest anyone to edit the registry as any kind of misdventure can cause havoc rendering the OS dead. If you still can edit the registry by typing REGEDIT from Command Prompt, and the entire registry structure will be infront you and edit those values there.
Surer way is to reinstall the Windows for once more with custom setting, which is easy to do.
Thank you.

your system is fully infected with virus there is no doubt about that. so you can install better antivirus such as
1. symantec endpoint protection
2. microsoft security essentials
3. bit defender total security
use only latest version's and perform a full system scan

Hi Friend .. This Problem is Arised when their a Strong Virus attack . You should Install a Good and reputed antivirus . update it regularly It's Better to Format your PC and install the Os again. and also install a Reputed antivirus , and do not connect or attach the malware or Spyware containing Pendrives , memory card's , CD/ Dvd's . if they are attached make sure that your anti virus is present and it is up to date . it is only the option to Format the Os now .
