    DEAR FRIEND,

If you are unable to access with the
    control panel

    then go for the alternative

    click the
start menu and open the run
    '
    then type
    cmd in the run box

after that type in the command prompt window as
time and hit enter key ( for the time)

then enter your current time and hit
    ENTER key

    after that type
DATE command and hit ENTER key

then enter the date and press
    ENTER key

    Hello friend...

I think your computer may be virus effective so you need to change and update the antivirus then scan the full computer..

you also change the BIOS battery then you set the time and regional in the computer..

    All the Best!!

    Hi Friend,

There is because of permission problems,
also may be regional problem and you can not access time date setting windows xp.

    >> Click to Start, then Run,
    >> and type in Intl.cpl then hit OK.
    >> In the first Tab, Regional Options click Customize.
    >> Now click on the Time tab in the window that opens
    >> In the Time format drop down box, set it to hh:mm tt
    >> Click Apply, then Click OK.

it will help to change date and time access.

    I hope you can understood.

    All the Best.
