Unable to enable firewall on Windows Vista

Since installing Windows Vista on my laptop, I keep getting the prompt that firewall is not turned on and I need to use the recommended settings to enable it. When I try to click on that prompt, a message will appear on the screen saying “Windows firewall can't change some of your settings Error code 0x80070422”. In what way can I turn on the Firewall?

Go to the bottom part of the desktop and click the ‘Start’ button. This will bring up the start menu on the screen along with a search box. Type services into that box and wait until the window with mechanical wheel pops up on the screen. You can then view firewall among the available options. Double click on the firewall and press the ‘General’ tab. Select ‘automatic’ option under Start up type. From then on, you will be able to start up firewall on your laptop.
