Unable to use the Cookies in my Windows OS

I want to enable the Cookies option in my Windows OS, I use IE and Firefox and in both I have enabled the Cookies but still itís not getting enabled properly it says that the option is disabled whenever I stream through some sites. What is the issue? I am sure there is no problem with the browser. Is it because the Windows internal settings disabled Cookie? Can you tell me how to use Cookies in Windows OS? Please explain me with detail steps?

    Hiiiiiiii
Cookies stores the information of the data you have browsed and when you open the same page in future the it retrieves the information you have used last time.
As you have said the browser settings are fine check whether the files in your system not deleted. you can check the cookies folder in your computer and try to browse the file by the given address
    For Internet Explorer:C:\Users\\AppData\Roaming\Microsoft\Windo ws\Cookies
    For Chrome:C:\Users\\AppData\Local\Google\Chrome\User Data
check the permissions on these folders for these cookies problems.
    Thank You

    Cookies stores in the folder
    1.C:\Users\<your user*
    2. click on name
    3. Then tap on AppData\Roaming\Microsoft\Windows\Cookies. We can access them there. *Windows XP*stores them in a different location.
    4. After that C:\Users\<your user name>\Cookies isn't a folder and doesn't contain cookies.*
*5. It's a junction point : a hidden, protected, non-user-accessible operating system file that points to the*actual cookies folder.
    It will*enabled the Cookies.

    """HELLO""""

The file C:\Users\-----\Cookies is a hidden, protected operating system file that isn't meant to be accessible to users.

To be more precise, it's a junction point that points to the user-accessible folder C:\Users\-----\AppData\Roaming\Microsoft\Windows\Cookies
