seeing photos like film strip is done using the photo to video renderig softwares.
But those effects can be obtained for viewing photos using some softwares.
you can use picasa software to see such effects.

    Hello,

Open the folder which has the photos.

Go to view and select the film strip option from it.

There is a shortcut icon present on the right hand side of the address bar.

You can click on it to change the type of view.

    -Regards

    Hiii fried..here are the steps...
1-Open Windows Explorer and open a folder which contains pictures. Click on one of the pictures and then click on the “Open” icon to the left of “Slide Show”.
2-The option I suggest “Windows Photo Gallery” probably isn’t listed but it’s part of the Windows operating system and has a good “filmstrip mode”.
3-So, click on “Choose default program…”. Then click on the “Browse” button.
4-Then scroll down to the folder labeled Windows Photo Gallery and open it.
5-Finally click on WindowsPhotoGallery.exe and open it.
6-This will make that program one of your options when you click on the “Open” icon to the left of “Slide Show”.
