Hi, my dear friend.........some times the problem occures due to the attributes/properties that are applied to that perticular folder or photo ......and to overcome that type of issues follow these

Right-click the photo and choose Properties.

Check if the boxes at Attributes are ticked........It should all be unchecked.

Click Advanced under File Attributes and all boxes should be ticked.

Under Compress or Encrypt attributes all boxes should be unchecked after that click OK

Click Apply and OK to save the changes

I hope the above instructions ....helps you ...........thank you...........!!!!!!!!!!

    Hi.
Follow the steps to resolve the issue:
    >>View other pictures including different formats and different sizes and see if the performance is the same.

Generally, this behavior can be caused by precaching in Windows Live Photo Gallery too. Precacheing can cause lots of system resources to be used. Let's try to disable precaching to resolve this issue. To do this, please take the following steps.

Note: modifying registry may cause unrecoverable damage, please back up registry first.
    >>Click Start, and type regedit in the Start Search box.
    >>Locate and then click the following registry subkey:
    HKEY_CURRENT_USER\Software\Microsoft\Windows Live\ Photo Gallery\Viewer
    >>Click Edit, point to New, and then click DWORD (32-bit) Value.
    >>In the New Value #1 box, type CacheSize, and then press ENTER.
    >>Right click CacheSize, and click Modify.

    >>In the Value data box, type 0, and click OK.
    >>Close Registry Editor.

    Thank you.
