Yes, this issue occurs generally when you are missing registry key or, it has been corrupted on your system. Resolution is, modify Registry for your XP system. Follow the step wise procedure:

Step 1: Go to Start and then click on Run
Step 2: Type Regedit and click on Ok
Step 3: Search registry subkey HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\Curr entVersion\App Paths\HELPCTR.EXE if not available then right click on this registry key HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\Curr entVersion\App Paths and
    click on New
Step 4: Now, click on Key and Type HELPCTR.EXE
Step 5: Click HELPCTR.EXE, and modify it by right click on that option at the left plane
Step 6: Type, Quit Registry Editor in Value data box
Step 7: Hit Enter and restart your system

Your issue will be resolved and you can use Help and Support Center now.
