As per my search this is the result & i am sure it will be done just try..!

    Appearance of problem
When it appears means When you open Windows Components option in Add/Remove Programs applet, the following error may be generated:

Setup library ocmsn.dll could not be loaded, or function OcEntry could not be found.

Contact your system administrator. The specific error code is 0x7e.

    Solution
Extracting a new copy of the file resolves the problem. Follow these steps:

Insert the Windows XP CD in the drive
Click Start, Run and type CMD
    Type this command:
    expand X:\i386\ocmsn.dl_ -r C:\windows\system32\setup

Where X:\ is your CD-ROM drive letter. The above command assumes Windows is installed in C:\ drive. If not, change the drive letter / Path accordingly.
    Example: expand h:\i386\ocmsn.dl_ -r G:\windows\system32\setup

thats it & it will be done as per my search!!

Now-a-days many people have this problem it seams, we can solve this problem in several methods like editing registry and also editing environment variables.
i solved this problem in my previous post using registry editing. What this error message stands for "Setup library comsetup.dll could not be loaded" when opening Add/Remove?

now let me show you the another method using environment variables.

    right click on My Computer.
    Select Properties.
    Click Advanced.
    Click on Environment Variables.
Click the path in the system variables and click edit

now you need to replace three paths, for this follow below steps

Delete the following three paths in the Variable value box: %SystemRoot%\system32;%SystemRoot%;%SystemRoot%\Sy stem32\Wbem

Type the following text in the Variable value box to replace the paths that you removed in the previous stepdrive:\Windows\System32;C:\Windows;C:\Windows\Syst em32\Wbem

    now click on OK

that's it. your problem is solved

    happy to assist you
