Wi-Fi does not have a valid IP error when trying to connect to internet using Wi-Fi on Windows 8 Toshiba laptop

I am not able to connect to Wi-Fi connection on my Windows 8 Toshiba laptop. This is a new laptop that came with preinstalled Windows 8. I can connect using the Ethernet cable but not the Wi-Fi. When I ran the diagnostics I got the following error: Wi-Fi does not have a valid IP. Please somebody help me because the same wireless network works on my Nokia phone and Apple iPad.

WIFI DOES NOT HAVE A VALID IP ERROR

    CAUSE OF ERROR
    * The main cause of this error is there is more number of wifi Hotspots or there are more number of wifi connections done by company in your area than that of connections required.
    * This totally the cause of company that has installed more connections that a wifi Transmitter-Receiver Tower allows at one time

    Suggestion
    * The Better suggestion for you is to take wifi connection of some other company if availaible Or you can also try wired connection it does not have this kind of problem

    POSSIBLE SOLUTIONS
    * Press windowskey + r and Type - cmd and hit enter and type following commands one by one :-
    -- netsh winsock reset
-- netsh int ip reset and then reboot PC
