Since you are able to boot into safe Mode,you can fix your issue by following the below given steps:
- Navigate to "C:\Windows\Winsxs". Now right click on "Winsxs" folder and select "properties".
- Now click on "Security" tab.Then go to "Advance" option and click on "Owner" tab. You will find this tab in "Advance Security Settings".
- Click on "Edit" button and select your preferred user/group and click on Apply and Ok. Don't forget to check the option which shows "Replace owner on subcontainers and objects". If windows security prompt is displayed, click "ok".
- You will notice that the owner name has been changed .Finally click on "Ok" to exit from Properties window.
- The next step is to grant permission to that file/folder/object.
- Now try to find "Pending.xml" and "reboot.xml" files and delete them.
- Once done,restart your computer in normal mode.You would be able to boot to the desktop without any issue.
