Windows 7 Ultimate shows error code 711 while connecting to VPN

When I was trying to connect my PC running on Windows 7 Ultimate yesterday to existing VPN network, I get the error message “Error 711: The operation could not finish because it could not start the Remote Access Connection Manager Service in time. Please try the operation again”. It was possible to establish the connection three days ago. What are the procedures required to fix this error?

Click the ‘Start’ button available on the desktop and select ‘Control Panel’ from the start menu. Type administrative tool into the search box and press the ‘OK’ button. Click the ‘Administrative Tools’ option pops up on the screen afterwards. Enter the password or provide confirmation if you are asked for administrator password or confirmation. The next step required is to double click on ‘Services’ option. You will be prompted to enter administrator password or confirmation this time too. Locate Plug and Play, Remote Access Auto Connection Manager, Remote Access Connection Manager and Telephony from the services listed on the screen. Right click on each service and click the ‘Properties’ option. Press the ‘General’ tab afterwards and choose ‘Manual’ option near ‘Startup type’. Then, click on ‘Apply’ and ‘Start’ button one after the other.
