Windows vista Computer shows "Starting Speech Recognition" but the same service never starts

I am using windows vista 32 bit Home Premium edition.I don't have much problem related to its performance but i am not able to use the speech recognition service.I have already completed the Process of speech recognition which starts with Speaking on Microphone.I have configured it to launch at Startup and it shows "Starting Speech Recognition" but the same service never starts. Is there any method to start the same?

Make sure that you are logged in as Administrator. After that click on "Start" button and right click on "Computer" and then select "Manage". Once done, click on arrow next to "Local Users and Groups" and highlight "Users". Now have a look on the right Pane. In this pane, right click and select "New User" and enter all kinds of details. After that, right click on New User and select Properties>>Member of>>Add. In the box which appears before you, type "Administrators" and click on "Check Name". Finally click on "Ok". Now create a new user account and check whether Speech recognition works in that account or not.
