Windows Vista prompts to contact system administrator while clicking the links in e-mails received through Outlook

I used to receive several links with e-mails via Outlook 2003 on my PC upgraded to Windows Vista. But when I click on these links, I keep getting the error message “This operation has been canceled due to restrictions in effect on this computer. Please contact your system administrator”. In what way can I get rid of this error message?

First of all, click the ‘Start’ button and select ‘Default Programs’ from the start menu. The next step required is to click the ‘Set program access and computer defaults’ option. You will be promoted to enter the administrator password or provide the confirmation afterwards. Take the action accordingly and then click the ‘Custom’ option. Select ‘Choose a default web browser’ option using the down arrow in the keyboard. Then, check the checkbox next to ‘Internet Explorer’ option. Press the ‘OK’ button afterwards and reboot the PC. You can perform all these steps only after logging into the system as administrator.
