Wrong characters displayed while using keyboard with PC running on Windows Vista

When I type apostrophe using the keyboard connected to my PC running on Windows Vista, I can view è character on the screen. It won’t change even after changing language from English (Canada) to English (United States). What troubleshooting steps do I have to fix up this issue?

Click the ‘Start’ button and choose ‘Control Panel’ from the start menu visible on the screen. Go to the left side of the ‘Control Panel’ window and click on the ‘Classic View’ link. After that, click the ‘Regional and Language Options’ on the right pane. This will bring up a dialog box from which press the ‘Keyboards and Language’ tab. The next step required is to make a single click on the ‘Change Keyboards’ option. Locate the ‘Default input language’ label and check whether French is displayed under it. If so, click the pointer at the right side and change it to English. Once you finish this, press the ‘OK’ button available on the screen.
