Cannot boot up PC running on Windows XP in Safe mode

For the past few weeks, I canít boot up my PC running on Windows XP in safe mode. There is no issue in booting up the device in normal mode. What are the troubleshooting steps available to fix this issue?

Press the ‘Start’ button on the desktop and choose ‘Run’ from the start up menu. Type msconfig into the field appears on the screen afterwards. On doing so, you can view ‘Configuration Utility’ window on your screen. Click on BOOT.INI tab available on the top part of the window. Select the check box next to /SAFEBOOT by simply clicking on the box. Press the ‘Apply’ and ‘OK’ button one after the other. From then on, you can boot up your PC in Safe mode. If you want to change to normal mode, click on the check box near /SAFEBOOT again until the tick mark get disappeared from it.
