    Dear friend,

This problem can be caused if the Windows installer files are corrupt or missing in your system.
You can do system restore to solve your problem. Go to Start > Control Panel > System > Advanced system settings
    > System protection > System restore. Select an earlier restore point before the problem occurred, and then press OK.
Restart your PC to save the changes.

    Thanks!

    Dear friend,
I too had a same problem once. My techi friend suggested a simple procedure to follow to eradicate this error.
Although it didn't worked for me, but i found this solution might be helpful for you.
*click start and type service.msc , press enter.
    *then doubleclick the windows installer.
*change the startup type of windows installer to manual.
*click start to start the service. Jot down any errors if there is any.
    *click ok.

    Hope this helps

Re: Getting an error message ""Error 1719. The Windows Installer Service could not be accessed" during installation

To fix error messages and other issue, start your windows 7 with a minimal set of driver and startup programs. In technical terms,we call it as "Clean Boot". It is quite helpful in eliminating software conflicts. After having a look on your problem, it seems that it had occured due to software conflicts. So click on "Start" button and then type "msconfig.exe" in the search box and Press Enter button on your keyboard. It will start the "System Configuration Utility". It can ask for administrator password so allow it(if you are logged in as Admin). Now move to "General" tab and click on "Selective Startup". After that check the chekbox which has an option "Clear the Load startup items". Now move to "Services" tab and then put a checkmark on "Hide all Microsoft Services" checkbox. Once done, click on "Disable All" and restart your Computer and check whether it fix your issue or not. If this method fails then create a new user account and check whether same issue persists or not. If same issue persists on new user account also then perform the above steps there as well.It should fix your issue but if you are still facing the same issue then it means that your profile has been corrupted and thus you will have to transfer your files and settings to new profile.

Getting an error message ""Error 1719. The Windows Installer Service could not be accessed" during installation

I have tried my best to fix this issue myself but failed. Then visited many blogs and forums but haven't got any answer which can work for me. Finally i am here for the fix. Two days ago, my windows 7 computer was working fine. Today, i noticed that it was not recognizing some of my devices like scanner and printer so i tried to reinstall their drivers. I started the installation process but failed to complete because i am getting an error message "Error 1719. The Windows Installer Service could not be accessed".I don't know how to fix. Kindly help me.
